Fail to Produce Licence, Insurance or Registration in Manitoba

A failure-to-produce charge concerns what a driver provided to a peace officer when legally required. It is different from allegations that the driver had no valid licence, insurance or registration.

What documents can a peace officer require?

Section 76.1(4)(b) of The Highway Traffic Act requires a driver, when a peace officer requires it, to produce their driver’s licence, insurance certificate and registration card, or another document respecting the vehicle.

Current Manitoba fine

The April 2026 Manitoba Brown Book lists a section 76.1(4)(b) failure-to-produce ticket as fine category A, currently $113. The section written on the ticket controls; a different allegation can carry different consequences.

Failure to produce compared with invalid documents

Failing to produce a document does not automatically establish that the document was invalid or that required insurance or registration did not exist. Conversely, producing a document later does not automatically decide the ticket. The timing, the officer’s request, the document that was required and the evidence all matter.

What to do after receiving the ticket

• Confirm the exact section and description on the ticket.
• Preserve the licence, insurance and registration records that applied on the date of the stop.
• Respond within the Manitoba ticket-response period and request disclosure if the allegation is disputed.
